We talked about how we did not call the NSO hotline here. We didn't request for our documents to be delivered, and instead decided to do it ala-DIY by going to one of the NSO Serbilis Centers.
In our case, the Makati City Hall (old building) was convenient for us, this is one of NSO's listed Serbilis Centers, so off we went. This is the building right along JP Rizal.
Here are the steps, it's quite easy. You seriously don't have to deal with fixers if it will be just for this.
What to bring when getting your NSO Birth Certificate:

A street vendor sells this just within the area if you are feeling lazy. There's no getting around the need to fill up the redundant form though... So flex those fingers!
Here are steps as posted along the NSO Walls...
Step 1: Get application form from the SCREENER
--- one form for the Birth Certificate, another form for the CeNoMar
Step 2: Fill out the application form at the writing table
--- writing table? I have no idea where this is?! LOL! We found a desk nearby and that's where we got to work. Diskarte na lang
Step 3: Return accomplished form to the SCREENER for review and assessment
--- for the most part the NSO staff are nice, just make sure you listen to them if they say the form is already good to go, or you still need to make corrections. While we were in line, I noticed some people are like... ummm.. lost?
Step 4: Pay the FEEs for the City Government at LGU Cashier
-- for our case in MCH, it was window 2 or 3
-- we paid Php40 per request
Step 5: Pay the fees for the National Government at the NSO Cashier
-- why the payments for these had to be in a separate window from the LGU cashier, I will never understand
-- for the NSO, you can line up and pay at Window 4 or 5
-- fees are a lot cheaper, compared to having it delivered. Remember, we were requesting for a total of 4 certificates.

Step 6: Wait for your requested documents to be called on the date and time indicated on your receipt at the releasing window.
-- Window 10 and 11 were dedicated to the releasing of the documents
-- They also answer questions
In case you opt to come back for the document, you can proceed to Window 9. They will only keep it for 30 days though.
The Birth Certificate can be released in about an hour, so I suggest that you just hang around rather than come back for it. There's dirty ice cream being sold there for Php 5 per cone, snack ka muna
That's it! You are done! Easy, right?

For the documents we spent Php 830 (LGU fee of 40 pesos x 4 documents, plus the fees for 2 Birth Certificates and 2 Cenomars), instead of having it delivered which would cost Php 1520.
We made a day out of it, so it's not too bad for us. However, it all depends on you, if there's simply no time, go for the NSO delivery.
